Herald

Upon your return to Verland from the expedition to retrieve the goods at the troll hideout, Svetlana pulls you aside. She explains that a strange individual arrived 4 days ago while you were away. He asked to see the ranking diplomat and introduced himself to Svetlana as Herald of the Eighth Step and a Servant of Razmir, The Living God, Lord of the 31 Steps.
__
He was a strange man. Wearing a simple black wool robe, some sandals and (most curiously) an ornate iron mask that covered his entire face. In addition to his appearance, he spoke in a droning monotone unlike any accent she’s ever heard.
__
He explained that he was sent by Razmir, The Living God, Lord of the 31 Steps as a token of goodwill towards your fledgling nation and that if allowed to, he intended to serve High Magister Izkrael (very specifically) in whatever fashion Izkrael deemed necessary.
__
When Svetlana explained that you would be out of town for a few more days, he said he would be staying at the local inn and would check back in at the castle periodically.
__
Thanks to your geographical knowledge, you know Razmiran is a country to the west, just on the other side of the River Kingdoms. Razmir is the ruler/god of his people, though no one outside the country worships him. They have a very rigid hierarchical structure to the government/religion and squash any dissent or worship of other deities swiftly. All acolytes and officials of Razmir wear masks and very specific color robes denoting their station.
__
Razmir rose to power about 50 years ago as pretty much just another River Kingdoms warlord and what is now Razmiran was just another petty river kingdom, but due to its permanence and location (it sits between the River Kingdoms and Lake Encarthan, a major body of water in the world), it has been considered apart from them for decades now.

I would allow an audience with the Herald, but my initial reaction is quite poor. Both his country of origin and beliefs are so different then mine. While I am tolerant of other beliefs, it does not currently acknowledge belief in Razmir. I would attempt to get some information on the current state of Razmir both the country and the man.

He speaks in the most efficient manner possible, usually in very fast, short sentences with no emotional inflection.
__
“I am here as a gift from Razmir, The Living God, Lord of the 31 Steps. I will serve you with complete devotion if you allow me to,” dropping to one knee with head bowed (still wearing his iron mask).
__
He’s all about wanting to serve you. Any questions about Razmiran get the same reply, “I am not qualified or permitted to answer such questions.”
__
If you push hard he will say, “Razmiran is the seat of my Living God, Lord of the 31 Steps. He sits forevermore atop the 31 stepped throne and I obey his commands.”
__
You know far more already about Razmiran than he will divulge. If you want, I can give you a shitwad of info that you know off the top of your head, the country is part of official pathfinder canon.
__
You can feel the magic that Herald could wield and its considerable.

“And what if my commands differ from the commands of the lord of 31 steps?”

“I have been dispensed as a tool for your use, I have no other purpose. Should my Lord…Razmir, The Living God, Lord of the 31 Steps…command me to do otherwise, I shall. But until that time, I seek to be used by you as you see fit.”

“Please enjoy your visit to the city of Bulwark. Please extend my thanks, and the thanks of our nation to Razmmir, but I cannot currently offer you a position within my organization.”
